A lack of full disclosure of activity results in a lack of ability to measure those actions (against a standard).  If we are to set standards for our actions, it seems only logical that we measure our actions – otherwise the standards serve no useful purpose.  If we are to measure our actions then, we must know what they are.

We cannot therefore at the same time have standards for our actions, and prevent the full disclosure of those actions.  Any pretence at maintaining standards whilst withholding information is therefore reliant upon faith – and thus can neither be measured nor subsequently held up to scrutiny.
