Collins dictionary defines a dictator as “…a ruler who is not effectively restricted by a constitution, laws, recognised opposition etc.”

If the government of a country has a majority in the parliament, and can create a majority in the second chamber and can also change the constitution to enforce a false majority in all policy committees, such a government would have effective total control over the the country…  in between elections of course!  Let’s just hope that they don’t decide to use the power to legislate that elections aren’t needed either…
